What is e-invoicing? A guide for businesses in Saudi Arabia

FundamentalsBy the alFatora team4 min read

E-invoicing is the issuing and storing of invoices, credit notes and debit notes through a structured electronic system, instead of paper or hand-edited files. An e-invoice is not a picture and not a free-form PDF: it is a structured document with defined mandatory fields, generated by a compliant system that prevents editing after issue, and machine-processable by the Authority's systems.

What does not count as an e-invoice?

The line is practical and clear:

  • A handwritten invoice, or a scan of one, is not an e-invoice.
  • A hand-edited PDF or word-processor document is not an e-invoice, even when sent by email.
  • An invoice issued by a compliant system — with its mandatory fields, QR code and no-edit controls — is what the regulation means.

Who is covered?

As published by ZATCA: VAT-registered taxpayers resident in the Kingdom, and any party issuing invoices on their behalf. Non-resident taxpayers are excluded. Phase 1 has no revenue floor — the corner shop and the enterprise share the same underlying obligation.

The two phases

Generation phase (from 4 December 2021): issue and store invoices electronically through a compliant system, with a QR code on simplified invoices. Applies to everyone, no waves.

Integration phase (from 1 January 2023, in waves): connect your invoicing system to ZATCA's Fatoora platform, so standard invoices are cleared before sharing and simplified ones are reported within 24 hours. Each business joins in its wave, with official notice at least six months ahead — the details are in our guide to the Phase 2 waves.

What it means for your business, practically

  1. A compliant invoicing system instead of ledgers and manual templates — this is the root obligation.
  2. Clean data: your VAT registration number, your address, your business customers' numbers — e-invoicing exposes the gaps paper used to tolerate.
  3. Structured electronic storage of issued invoices; retrieval is part of the obligation, not a bonus feature.

E-invoicing is not purely a technical burden: it shortens invoice disputes, speeds up collection, and turns your tax returns into a direct reflection of your records rather than a manual roll-up at the end of each period.

Frequently asked questions

Is a PDF sent by email an e-invoice?

No. An e-invoice is generated by a compliant invoicing system in a structured, machine-processable format, with mandatory fields and controls that prevent editing after issue. A hand-edited PDF or a scanned paper invoice does not qualify.

Who is covered by the e-invoicing mandate in Saudi Arabia?

VAT-registered taxpayers resident in the Kingdom, and anyone issuing invoices on their behalf. Non-resident taxpayers are excluded, as published by ZATCA.

Do small businesses have to comply too?

Yes. Phase 1 covers all subject taxpayers with no revenue floor. Phase 2 arrives in waves by taxable revenue, and ZATCA notifies each wave at least six months before its date.
