E-invoicing violations: what ZATCA looks for, and how to avoid it

FundamentalsBy the alFatora team4 min readUpdated:

The best way to handle e-invoicing violations is for them to be impossible to commit in the first place. Most of the violations ZATCA publishes are not intricate accounting mistakes — they are operational gaps that a sound invoicing system closes by design.

The main violations, as ZATCA publishes them

  • Not issuing and storing invoices electronically through a compliant system — the root Phase 1 obligation.
  • A missing QR code on a simplified tax invoice.
  • Failing to notify the Authority of a malfunction that prevents invoice issue.
  • Deleting or editing invoices after issue — the lawful correction is a credit or debit note referencing the original, never touching the invoice itself.
  • Using prohibited system functions that contradict the published specifications.

How enforcement works

The announced approach is graduated: it typically begins with alerts and notices to correct the situation, escalates with repetition or persistence, and can reach financial penalties according to the violations-and-penalties schedule ZATCA publishes and updates. The exact amounts belong to that published schedule on the Authority's official channels — not to any copied table — but the direction is clear: correcting early protects the business; ignoring notices compounds the risk.

The most dangerous violation is not the fine

An invoice deleted or edited after issue does not merely breach the regulation — it breaks the continuity of your own records. The invoice counter and the previous-invoice hash chain in Phase 2 are designed to make any gap visible to an auditor. What looked like harmless "tidying up" of records in the paper world is now an unambiguous digital trace.

How a sound system closes the door

  • No path to an incomplete invoice: mandatory fields and the QR code are part of the issue step itself, not an afterthought that can be forgotten.
  • No deletion, no post-issue editing: the only correction available is a credit or debit note linked to the original.
  • Counter and sequence kept automatically, so there are no gaps to explain in an audit.
  • Storage and retrieval guaranteed for the statutory period.

In alFatora these controls are built into the core: the rules the regulation penalises you for breaking are rules the system does not let you break. Even "Cancel invoice" there is a lawful credit note for what is left, and the invoice stays issued as it was.
